using Vince\'s music...how to proceed...

Hello.  I am a big fan of Vince DiCola.  I have the "Til All Are One" CD from a BotCon a few years back as well as his live performances from that.  Anyways, I work for an eLearning and Development firm and we just got a contract to develop a 15 minute marketing piece for the US AirForce about some new and improved processes that will help their theater distribution of supplies and troops overseas.  Anyways, it's a very emotionally charged topic and we needed an upbeat feeling to the whole piece.  I am the director/artist on the project and for the rough cut, used Vince DiCola's music from Transformers and Rocky IV as temp tracks.  

Since then, the piece has been approved and we tried to find some royalty-free music to fill in the piece and it just didn't compare with Vince's stuff.  So, the Air Force General Norton Schwartz of Scott Air Force Base in OFallon, IL has asked to inquire about possibly using Vince's music for real in this piece.  Can you tell me how I can go about finding out this information?  If not, can you point me in the right direction?
